John R. Storm, MPPA, CFO, is a Fire & EMS Expert Witness with more than 30 years of career fire service experience, including 25 years as a practicing paramedic and extensive executive leadership in municipal fire and EMS systems.
A retired Assistant Fire Chief, John brings experience spanning frontline emergency response, paramedicine, incident command, fire department operations, policy development, firefighter training and supervision, internal investigations, quality assurance, and executive-level leadership.
His EMS expertise includes standard of care, prehospital assessment and treatment, paramedic operations, QA/QI systems, resuscitation practices, documentation, medical direction support, and EMS training and supervision. His fire service expertise includes fireground operations, incident command, firefighter accountability, NFPA standards, departmental policies and procedures, operational readiness, and failure-to-train issues.
As a Fire & EMS expert witness and litigation consultant, John provides independent, fact-based analysis to attorneys, municipalities, and insurers in matters involving firefighter and EMS negligence, scope of practice, fire department liability, standard of care, training and supervision, documentation, incident command, and operational performance.
His work may include incident and case review, evaluation of policies and training records, analysis of applicable professional standards, written expert opinions, deposition and trial testimony, and clear explanation of complex Fire and EMS operations within the context of litigation.

Executive oversight of fire suppression, EMS, special operations, training, prevention, fleet, communications, and personnel management. Responsible for policy development, internal investigations, labor negotiations, QA/QC of NFIRS reporting, and disaster planning.
Colorado Department of Fire Prevention and Control 2022 – 2023.
Oversight of statewide resource mobilization for large-scale and wildland incidents across 60+ agencies.
Committee member for the development of a statewide mobilization and communications system.
