John R. Storm, MPPA, CFO, is a retired Assistant Fire Chief with 30 years of career fire service experience, including 25 years as a paramedic. His background includes executive command, emergency operations oversight, training development, policy implementation, internal investigations, NFIRS quality assurance, and fireground command. Mr. Storm provides independent expert analysis in matters involving fire department operations, EMS standard of care, Incident Command System (ICS) implementation, training adequacy, risk management, and municipal liability. He is currently enrolled in the Master of Legal Studies program at the Arizona State University Sandra Day O’Connor College of Law (expected 2026).

Assistant Fire Chief

Maricopa Fire & Medical Department – Maricopa, Arizona 2014 – 2020:


Executive oversight of fire suppression, EMS, special operations, training, prevention, fleet, communications, and personnel management. Responsible for policy development, internal investigations, labor negotiations, QA/QC of NFIRS reporting, and disaster planning.

Battalion Chief – Resource Mobilization

Colorado Department of Fire Prevention and Control 2022 – 2023.


Oversight of statewide resource mobilization for large-scale and wildland incidents across 60+ agencies.


Committee member for the development of a statewide mobilization and communications system.


IMT liaison. Wildland Red Card Certified.
