Fire & EMS Operations Expert Witness
John R. Storm, MPPA, CFO, is a Fire & EMS Operations Expert Witness with more than 30 years of career fire service experience, including 25 years as a practicing paramedic and extensive executive leadership in municipal fire and EMS systems. His expertise is strongly grounded in EMS standard of care, prehospital assessment and treatment, paramedic operations, QA/QI systems, resuscitation practices, and EMS training and supervision, complemented by deep experience in fire department operations, incident command, and NFPA compliance. A retired Assistant Fire Chief, Mr. Storm, has overseen integrated fire-based EMS systems, policy development, internal investigations, and quality assurance programs while managing both field operations and system-wide medical direction support functions. He provides expert analysis, written opinions, and litigation support in matters involving EMS negligence, scope of practice, failure-to-train, documentation and supervision issues, municipal liability, and fire service operational performance.

Executive oversight of fire suppression, EMS, special operations, training, prevention, fleet, communications, and personnel management. Responsible for policy development, internal investigations, labor negotiations, QA/QC of NFIRS reporting, and disaster planning.
Colorado Department of Fire Prevention and Control 2022 – 2023.
Oversight of statewide resource mobilization for large-scale and wildland incidents across 60+ agencies.
Committee member for the development of a statewide mobilization and communications system.
